Ebook: Moving from CIF to SCA funding
There are many things to consider when a MAT expands, not least of which is the on-going condition management of its buildings and facilities.
When a MAT reaches 5 schools and 3,000 pupils, funding switches from the bid driven Condition Improvement Fund (CIF) to formula allocated School Condition Allocation (SCA) funding.
Not only does the way in which funds are obtained change, but also the amount and governance over it.
The biggest change is that SCA funding provides a regular guaranteed income for condition improvement at a responsible body (MAT) level. This gives a MAT greater flexibility as to which projects are undertaken and when. However, with great flexibility comes greater responsibility, as the MAT becomes completely accountable for the condition and maintenance of its estate.
